For the long-term storage of radioactive liquids, it is essential that they are stabilized prior to storage. Liquids themselves cannot be stored in a stable form over extended periods. By mixing the liquid with cement, a cementitious slurry is created which, once cured, forms a solid and stable mass suitable for safe long-term containment.

Delmeco designed, supplied, and installed a Mobile Cementation Unit (MCU) for COVRA N.V., enabling the safe and responsible solidification of radioactive liquids in preparation for long-term storage. The MCU is a semi-automated system that carries out each process step in sequence. Due to the high radiation levels of the liquids, the installation cannot be approached during operation. To address emergency situations, the system is equipped with a dedicated shielding and isolation cell. Once the product is placed inside this cell, the installation becomes accessible again.

The entire installation is equipped with additional backup systems to ensure it can always be brought to a safe state in case of a single failure.

The process is fully unmanned and operated remotely from a separate control room. For this purpose, a dedicated operator trolley was delivered, allowing the operator to control the system under both normal and backup operating conditions. In addition, the installation includes a camera system for remote visual monitoring of the process.

To further prevent incidents, the system is equipped with several integrated safety features, including an independent exhaust and filtration system and its own fire detection system. The complete installation is made of stainless steel with smooth surfaces, allowing easy decontamination in the event of contamination. The entire unit is built into a 20-foot container, designed for safe and efficient transport.

Scope of work (disciplines: mechanical engineering, electrical engineering, automation, and HVAC):

  • Design and engineering by Delmeco Raadgevend Ingenieursbureau B.V.

  • Manufacturing of the complete installation at our own facility

  • Execution of a Factory Acceptance Test (FAT)

  • On-site installation at COVRA, including connection to utility services

  • Execution of a Site Acceptance Test (SAT) at COVRA

Delmeco was responsible for the full turn-key delivery of the MCU—from design to realization—covering all relevant engineering disciplines.

Client

COVRA N.V. (Central Organisation for Radioactive Waste) is responsible for the safe processing and storage of both solid and liquid radioactive substances in the Netherlands. COVRA plays a central role in the national management of nuclear waste.
